"This rehabilitation will go so far as to

make it a first class railway in order to

compete successfully with river boats; and,

as a first step, Hong Kong will provide coaches

for the line which should be eventually taken

over by the Chinese section.

Concerning the

supply of coaches His Excellency has already

secured the consent of the Secretary of

Colonies as in the previous case of the supply

of the three locomotives. His Excellency is

interested in our rehabilitation plan of the

Canton-Kowloon Railway, and asks for a copy

of the same."

The rehabilitation plan in question forms enclosure No. 1 in

my despatch to His Britannic Majesty's Minister, Peking.

Your Lordship will observe that Mr. Choy has over-

stated the case as regards the supply of coaching stock for the Railway. As regards the engines I would refer Your

Lordship to the correspondence ending with Sir Cecil Clementi's

telegram of the 13th of August last, in which it has already been arranged to purchase three locomotives for

the British section, in order that they may haul through

traffic to Canton, upon the understanding that, when the

Chinese section is prepared to purchase them,

three locomotives will be transferred to that section.

It is also necessary to purchase additional rolling stock

for the through trains to Canton, and the General

Manager of the British section is conferring with the

authorities of the Chinese section as to the arrangements
